DSBDC/EPSCoR SBIR/STTR Assistance Program
What is the SBIR/STTR Program?
The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs are highly competitive, economic development programs, operating in three-phases to fund start-ups and small businesses to research, and grow successful businesses from, innovative technology concepts that also meet the specific research and development needs of the Federal Government. A wide range of opportunities are funded through 11 agencies: Defense, Health & Human Services, NASA, Energy, National Science Foundation, Homeland Security, Commerce, Education, Agriculture, EPA and Transportation – each with its own rules and requirements.
What is the DSBDC/EPSCoR SBIR/STTR Assistance Program? The DSBDC/EPSCoR SBIR/STTR Assistance Program is a service of the Delaware Small Business Development Center (DSBDC) Network and the Experimental Program to Stimulate Competitive Research (EPSCoR) Program. The service is designed to help Delaware technology-based businesses submit winning SBIR/STTR proposals. The DSBDC uses a team approach as well as the latest tools and proposal review processes to help clients through the SBIR/SSTR proposal preparation process. How does the program work? Simply complete and submit a DSBDC/EPSCoR SBIR/STTR Assistance Program Application. You can download and fill out the application then return it to Gary Simon at simong@udel.edu or call our office at 302-831-0782 for additional information. Your application will be reviewed by a program committee and you will be notified of the committee’s recommendation within 2 weeks of the submission of your application. Upon acceptance into the program, a number of resources will be available to help you develop a winning SBIR/STTR proposal. 1) Our experienced staff of business professionals along with successful award recipients and seasoned technical experts works as a team to assist you with your proposal. We will not write the proposal, but act as a resource to support and help you through the entire process.
2) We use SBIR-ToolKits™, each customized specifically for the federal agency and solicitation to which you are submitting an application. This is an easy, step-by-step, instruction template, with other proposal power tools that, when employed as instructed, will help increase your chances of receiving an award while saving you much time and effort in the process.
3) Upon completion of your proposal, and a review by the DSBDC, we will forward your proposal to a nationally-recognized outside SBIR/STTR expert for critical review prior to your proposal submission. We will also provide up to an hour of consulting time with that expert.
Is there a cost to participate in the program? Should you agree to participate in the DSBDC SBIR/STTR Assistance Program and take advantage of the ToolKit and outside proposal review services, there is an upfront cost of only $300. The other costs associated with these services are underwritten by the EPSCoR Program. Should you choose not to participate in the DSBDC/EPSCoR SBIR/STTR Assistance Program, but would like our limited assistance with the preparation of your proposal, that service will be FREE.
